西南医科大学留学生奖学金评定制度

第一条 奖学金是学校为鼓励广大留学生积极进取、奋发向上而设立的重要的荣誉和资金奖励，奖学金评定工作应认真贯彻中华人民共和国的教育方针，并根据全球医学教育最低基本要求（包括医学知识、临床技能、职业态度、行为及伦理、沟通技能、公众健康及卫生系统、信息管理和批判性思维与研究），在留学生学业成绩和综合素质评优的基础上，权衡留学生的思想道德、专业学习、文化素养、身心状况等各方面的表现，真正发挥奖学金的激励和导向作用，促进留学生刻苦学习，提高综合素质和能力，使我院留学生健康成长成才。

第二条 评定基本条件：

（一）尊重中华人民共和国，尊重各国、各民族的风俗习惯，积极参加学校组织的各种公益活动。

（二）按学校相关规定，按时完清相关报到注册手续。

（三）遵纪守法，模范遵守中华人民共和国《高等学校学生行为准则》和学校的各项规章制度。

（四）热爱所学专业，勤奋好学，专业学习和操行成绩良好，评定学期无重修（补考）科目。

（五）身心健康，积极参加体育锻炼。

（六）积极参加学校组织的各种校园文化活动，热心为集体服务。

（七）评定学期内未受过行政纪律处分。

（八）按学校相关规定，按时交清各项费用。

第三条 评定的等级、比例和金额

（一）奖学金评定等级和比例：

一等奖学金获得人数占所在专业年级学生总数5%，二等奖学金获得人数占所在专业年级学生总数10%，三等奖学金获得人数占所在专业年级学生总数20%。

（二）奖学金金额

各年级按总学费5%, 发放奖学金，一等奖学金占比20%，二等奖学金占比32%，三等奖学金占比48%,如果满足条件学生达不到数量，剩余金额平均分到每个奖学金获得者。

一等奖学金金额：人民币（一等奖学金总额/学生总数的5%）×0.5元/学期

二等奖学金金额：人民币（二等奖学金总额/学生总数的10%）×0.5元/学期

三等奖学金金额：人民币（三等奖学金总额/学生总数的20%）×0.5元/学期

第四条 评定时间：

原则上在学期开始后第六周内完成，前五周完成操行分测评，奖学金的评比，学生科意见的签署，第六周经国际教育学院审核，报学校审批。

第五条 评定办法：

（一）奖学金的评定必须保证公平、公正、公开的原则，报学校审批前公示一次，公示时间不得少于三天。

（二）根据奖学金评定总分汇总排名，按照评定比例确定一、二、三等奖学金名单。

（三）奖学金评定总分=操行分×20% + 该学期所有科目平均成绩×80%。

第六条  本制度从印发之日起执行，原评定制度同时作废，解释权归国际教育学院。

Scholarship Evaluation Regulations for International Students of Southwest Medical University

Article 1 The scholarship is an important honor and financial incentive setting up to motivate students, thus scholarship evaluation should be in consistent with the education policy of People's Republic of China, and appraised on students’ morality, professional learning, cultural awareness, physical and mental condition and other aspects of performance in accordance with the global minimum requirements in medical education (including medical knowledge, clinical skills, professional attitude, behavior and ethics, communication skills, public health and health systems, information management and critical thinking and research), on the basis of student academic performance and overall quality. In this way can it play the scholarships’ guiding role of incentives, and promote the students to study hard to improve the overall quality and ability of the students.

Article 2 To have the access for scholarship evaluation, students should:

(1) respect the People's Republic of China, respect national, ethnic customs, and actively participate in various public services activities organized by the school.

(2) complete the registration process on time with reference to the relevant provisions.

(3) abide by the rules, regulations and the law of People's Republic of China, follow the "university Student Code of Conduct".

(4) love the major, be studious, achieve good performance in professional learning and behavior marks, and fail no subjects.

(5) be physically and mentally healthy, and actively participate in physical exercise.

(6) actively participate in school activities organized by the university, and be enthusiastic for collective services.

(7) not be given administrative disciplinary action within the assessing semester.

(8) pay off all the fees on time according to the regulations of SWMU.

Article 3 assessment level, the proportion and amount

(A) Scholarship rating and proportion:

The number of students to obtain first-class scholarship accounts 5% of the total number in one grade. The number of students to obtain second-class scholarship accounts 10% of the total number in one grade. The number of students to obtain third-class scholarship accounts 20% of the total number in one grade.

(B) The amount of scholarship:

The scholarship of each grade accounts 5% of the total tuition fees. First-class scholarship accounts 20% of the total scholarship. Second-class scholarship accounts 32% of the total scholarship. Third-class scholarship accounts 48% of the total scholarship.

First-class Scholarship: RMB (The total amount of first-class scholarship/5% of the total number of students) ×0.5 yuan per semester

Second-class Scholarship: RMB ( The total amount of second-class scholarship/10% of the total number of students) × 0.5 yuan per semester

Third-class Scholarship: RMB ( The total amount of third-class scholarship/20% of the total number of students) × 0.5 yuan per semester

If the number of eligible scholarship winners accounts less than 35% of the total number of students, the remaining amount will be equally assigned to each scholarship winner.

Article 4 assessment time: Within the sixth week after the beginning of the semester the evaluation of scholarship is completed. In the first five weeks after the new semester starts, performance scores shall be calculated, scholarship evaluation shall be held and Students’ Office shall offer their opinions. In the sixth week the School of International Education will check the process and the winners’ list, and report to university for approval.

Article 5 Evaluation Approach

(A) Scholarships Evaluation must honor the principle of fairness, impartiality and openness. The evaluation shall be made into publicity before reporting to the university and the publicizing time shall not be less than three days.

(B) The name list of scholarship winners ranks according to evaluation scores

(C) Evaluation scores=Behavior marks×20%+average result of all subjects ×80%

Article 6 the regulation shall be effective from the date of publication, and the previous Regulations on International Students’ Dormitory of Luzhou Medical College expired at the same time.
