第一章 总则

第一条 根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》和国务院学位委员会、教育部有关文件规定以及来华留学生的特殊情况，制定本工作实施细则。

第二条 我校经国务院学位委员会批准，可根据《中华人民共和国学位条例》及《中华人民共和国学位条例暂行实施办法》的有关规定，向来华留学生授予我国学位。

第三条 来华留学生在学期间必须遵守我国的法律、法规及我校的校纪校规。

第二章 学士学位

第四条 来华留学生学士学位授予标准：

（一）遵守中华人民共和国法律法规，遵守学校的规章制度，品行端正，对华友好；

（二）在校学习期间，已完成教学计划的各项要求，经审核准予毕业；

（三）较好地掌握本门学科的基础理论、专门知识和基本技能；

（四）初步掌握汉语。要求具有使用生活用语和阅读本专业汉语资料的初步能力。修完必修课《中国概况》并通过考核。

第五条 凡有以下情况之一者，不能授予学士学位：

（一）在校学习期间，违反《普通高等学校学生管理规定》中有关条款，曾受过留校察看（含留校察看）以上处分；

（二）在校学习期间，曾受过警告、严重警告，而无明显悔改表现，且再次受到其它处分者；

（三）在毕业实习期间，受过警告（含警告）以上处分者；

（四）留学生毕业时不能按期取得毕业证书，作结业处理者（因最后学期毕业考试不合格，暂作结业处理的学生，在结业后一年内向学校申请补考，补考及格换毕业证并符合学士学位授予条件者，可以补授学士学位，其它原因结业，换毕业证时，不授予学士学位）。

（五）在校学习期间，学习成绩不合格，补考课程在学院规定授位门数以外者；

（六）在规定学制年限内，曾留（降）级者。

（七）在校学习期间，经确认考试有作弊行为（含协同作弊）者。

第六条 来华留学生学士学位申报授予程序：

（一）按照本试行办法第三、四、五条的规定，国际教育学院对来华留学本科毕业生的授位资格进行逐个审核。对审核合格者，向院学位评定委员会提出拟授予学士学位的留学生名单。

（二）经院学位评定委员会审议通过，授予学士学位，颁发学士学位证书。

第三章 其他规定

第七条 来华留学生因提前或延缓毕业而发生的其他时间的学位授予，在国际教育学院审核其授位资格后，由随后的院学位评定委员会会议确认。

第八条 院学位评定委员会负责研究、处理学位授予过程中的争议问题和其他事项，有权撤销违反规定的学位授予决定，并将每年来华留学生学士学位授予人数及有关材料，报主管部门备案。

第九条 本细则自学院颁发之日起执行，并由国际教育学院负责解释.

Detailed Regulations of Bachelor’s Degree Conferring of International Students in

Southwest Medical University

Chapter I General Provisions

Article 1 The implementing regulations are formulated in accordance with the “Degree Regulations of People’s Republic of China (PRC)”, “Interim Implementing Measures of Degree Regulations of PRC”, the concerned rules of Academic Degree Commissions of the State Council and Ministry of Education and the specific circumstances of international students.

Article 2 By the Academic Degree Commissions of the State Council, Southwest Medical University (SWMU) is authorized to confer degree to international students according to the concerned regulations of “Degree Regulations of PRC” and “Interim Implementing Measures of Degree Regulations of PRC”.

Article 3 The international students shall be subjects to Chinese Laws and Regulations and regulations of SWMU during their study in China.

Chapter II Academic Bachelor’s Degree

Article 4 Qualifications for conferring academic bachelor’s degree to international students:

(1) Abiding by laws and regulations of PRC, and regulations of the college, and keeping good conduct and friendly attitude toward China.

(2) Meeting the requirements of the teaching syllabus, and being approved to graduate.

(3) Being competent with the basic theory, professional knowledge and basic skills of this course.

(4) Being good at the basic knowledge of Chinese language. Having the basic ability of daily communication in Chinese and essential reading of Chinese material of this course. Completing “Outline of China” and passing its examination.

Article 5 The student shall not be conferred bachelor’s degree with the following situation:

(1) Being given disciplinary-probation or more serious punishment because of violating related Articles of “Punishment Provisions of Regulation-violation of International Students of SWMU” during study in college.

(2) Being given more than two times or more punishment and does not correct his/her wrong behavior during study in the college.

(3) Being given warning or more serious punishment during internship.

(4) The international student can only be given certificate of course-completion if he/she can’t graduate on time. If the student failed to get graduate certificate because of failing in graduate examination, he/she can apply to resit in one year. If he /she pass resit, and reach the concerned qualification, he/she can be conferred bachelor’s degree. But the student can not be conferred bachelor’s degree because of any other reason to fail to graduate on time;

(5) Being incompetent in study and the numbers of resits is more than the limit set by the college.

(6) Being degraded in the course duration.

(7) Having the behavior of cheating in examination or assisting in cheating during the study.

Article 6 The procedures of conferring bachelor’s degree:

(1) According to Article 3, 4 and 5 of this regulation, International Education School (IES) evaluates the qualification of each graduate student and submits the name list of qualified students to the Degree Evaluation Committee of SWMU.

(2) Being approved by the college Degree Evaluation Committee, the student can be conferred bachelor’s degree and certificates.

Chapter III Others

Article 7 The student who will graduate ahead of time or late shall be evaluated by IES. If qualified, the student shall be approved by degree evaluation committee.

Article 8 College Degree Evaluation Committee is responsible for controversy about the degree-conferring. It has the right to cancel any degree conferring decision that against the rules. It shall submit the concerned documents of internationals students conferred with bachelor’s degree to the superior departments for filing every year.

Article 9 The IES reserves all the right for the final explanation in this Regulation. It shall come into force since it is promulgated.
