为了全面贯彻党和国家的留学生教育方针,促进学校的国际交流与合作,加强留学生工作的规范管理,维护留学生教育教学的正常秩序,提高留学生教育教学质量,根据《高等学校接受外国留学生管理规定》和《西南医科大学学生学籍管理实施细则》,结合我校外国留学生的具体情况制定本实施细则。
第一章 学籍注册管理的含义
第一条 学籍注册管理的含义:
“学籍注册管理”是指对于已取得学籍并在本校学习的学生,每学年开学初对其学习资格进行一次审核,即办理学籍注册手续。对继续享有在本校学习资格的学生,予以再认可;对违反本校校规者,予以处理。只有具备学籍的学生学完教学计划所规定的全部课程,成绩合格,德、智、体等方面全面发展,学校方准许其结束学业。
第二章 申请、入学与注册
第二条 申请到我校接受学历教育的外国公民,应当符合中华人民共和国和西南医科大学有关来华长期留学生相应的入学条件和资格。申请者身体健康,无犯罪记录,愿意遵守中华人民共和国法律、法规及学校的校纪、校规,愿意尊重中国人民的风俗习惯。
第三条 凡被我校正式录取的新生,须持 “学校录取通知书”、“外国人体格检查记录”、护照、签证、相应学历证书(原件及复印件)等相关文件在规定时间到我校国际教育学院报到。因故不能按期报到者,应事先持有关证明向学校申请推迟入学,推迟时间一般不得超过两周,未经同意,逾期两周不报到者,取消其入学资格。
第四条 新生报到注册前,须到中华人民共和国卫生部指定医疗单位进行体检,费用自理。体检合格者,完清相关手续,予以注册,体检不符合入学健康标准规定者,不予注册。
第五条 新、老留学生须在学校规定时间内到计财处交纳学费、住宿费、教材费及其它相关费用,并凭计财处的缴费单到国际教育学院注册,以取得学籍。未经注册,不具有学籍,不得参加学校的各项教学活动。因故不能如期到校注册,须提供必要的证明材料,事先履行请假手续(在特殊情况下可以通过传真、电子邮件或电话等方式请假且得到批准),否则作旷课处理。未经批准超过规定期限未交清相关费用者,按自动退学处理。
第六条 中途退学的留学生,在开学后三个月内提出退学申请,可退还其当学期所交纳学费的50%;在三个月以后提出退学申请者,不退所交纳的学费。
第三章 课程考核与成绩记载
第七条 留学生须按照学校教学计划规定参加学习和考核,考核成绩记入成绩登记册,并归入本人档案。
第八条 各门课程均按百分制评定成绩。课程结业成绩由该课程期末考核成绩和平时成绩按一定比例综合评定。课程期末考核成绩占60%以上;平时成绩包括(期中考核成绩、实践环节成绩、作业、阶段性测验、出勤等)控制在40%以内。各门课程应当向留学生公布本课程的考核方式及成绩评定方法。
第九条 有下列情况之一者,取消课程考核资格,成绩以零分计:
(一)凡有实验、作业的课程,缺席实验课累计达该课程实验学时的1/4者,或者缺交作业、实验报告累计达全学期总量的1/3者,不得参加该课程的期末考核,该课程成绩以零分计。
(二)一学期内无故缺课累计超过该门课程教学时数1/3者,除按规定给予纪律处分外,不得参加该门课程的期末考核,该门课程成绩以零分计。
(三)凡无故旷考的学生,该次课程考核成绩以零分计,不允许参加下一学期的补考。
第十条 课程考核不合格者,须在国际教育学院统一安排的时间内参加补考。不按时参加补考者,视为自动放弃补考。必修课程学期补考不合格者,可在毕(结)业前安排补考一次;选修课程只有一次补考机会。
第十一条 补考成绩的记载方式为:补考成绩达到或超过60分的以60分计,低于60分的按所得实际成绩记载。补考记录将记入成绩登记册,并归入本人档案。
第十二条 学生必须持有效证件参加学校组织的各种考核。考核时应当遵守考场纪律,按时独立完成答卷,严禁作弊。严重违反考场纪律或者作弊者,成绩以零分计,不得参加补考。除按规定给予纪律处分外,国际教育学院可以对作弊的学生作出直接编入下一个年级学习的处理。如该生经过教育表现较好的,经个人申请,可在毕(结)业前安排补考一次。
第十三条 留学生因患病或其它特殊原因不能在规定时间参加课程考试,须及时向所在年办提出缓考书面申请,并提供相关证明,经批准后统一安排缓考时间。缓考成绩按正常考试记分。已提出缓考申请者如要参加考试,必须事前提出撤销缓考申请,否则不予记载成绩。
第十四条 留学生如对考核成绩有异议,须在开学一周内向年办提出书面申请,经年办同意后转该课程所在院(系)查阅。查阅结果由该课程的院(系)主任审查后上报国际教育学院。留学生不得私自向教师或教研室查阅试卷和变更成绩。
第四章 升级、留(降)级、退学
第十五条 留学生学完本学年教学计划规定的课程,经考核成绩及格,准予升级。
第十六条 留(降)级处理在每学期开学初进行。经补考后必修课程不及格科目累计达到四门及以上但未达到退学规定者,给予留(降)级处理。
第十七条 留学生留(降)级的不及格课程门数,按下列规定处理:
(一)凡一门课程分几个学期讲授,而每个学期都进行单独考核的,每学期均按一门课程计。
(二)毕业论文、毕业实习考核不及格者,各按一门主要课程不及格对待。
(三)无故不参加补考者,被视为补考不及格,该课程列入不及格课程。
第十八条 留学生留(降)级处理:每学年开学初补考后,由教务科根据各年办汇总材料提出学籍处理名单及处理意见报国际教育学院,国际教育学院参照我院中国学生学籍处理程序办理相关手续,并由国际教育学院将学院处理意见书面通知其所在年办。
第十九条 留学生有下列情况之一者,应予以退学处理:
(一)经补考后必修课程不及格科目累计达五门及以上者(不及格课程门数计算办法同第十八条);
(二)连续留(降)级,或连续留(降)级次数累计超过两次的;
(三)休学期满,开学后两周内不提出复学申请,或申请复学经复查不合格者;
(四)经指定医院确诊,患有精神疾病或意外伤残无法继续在校学习者,以及患有传染性疾病不适于在中国境内停留者;
(五)经学院动员,因病须休学而不休学,且在连续两学期内缺课超过两学期总学时1/3者;
(六)未请假离校连续2周,且未参加学校规定的教学活动的;
(七)未经允许,超过学校规定报到注册时间两周未报到注册又无正当事由者;
(八)本人申请退学,经劝说无效者;
(九)受到留(降)级处理和休学期满的留学生,所在年级无后续年级。
按上述规定退学的学生,对学生不是一种行政处分。
第二十条 对留学生的退学处理,由国际教育学院学生科、教务科依据相关规定提出处理意见,国际教育学院审核后报学院院长办公会研究决定。对退学的留学生,由学院出具退学决定书,由国际教育学院送交留学生本人,并上报省教育厅备案。无法送交本人的,可以采用公告、邮寄或传真送达。
第二十一条 留学生对退学处理有异议的,在接到退学通知之日起5个工作日内,可以向学校学生申诉处理委员会提出书面申诉。
第二十二条 留学生退学的其它事宜:
(一)对退学留学生学校发给退学证明,学满一学年以上但未完成教育教学计划规定内容而退学的学生,学校发给肄业证明;
(二)退学学生应当在收到退学通知书之日起5个工作日内完清退学手续离校,并在规定的时间内出境。对受到勒令退学或开除学籍处分的留学生,学校应及时通知公安机关出入境管理部门。公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。
自正式通知之日起,被退学处理的留学生不再享有在校学生待遇。
(三)学校不负责解决留学生退学后的安置问题;
(四)退学的留学生逾期不办理离校手续,由学校有关部门注销其在校的各种关系。
第二十三条 取消学籍或退学的留学生,均不得申请复学。
第五章 转学
第二十四条 留学生一般应在被录取学校完成学业。留学生有下列情况之一者,可允许转学:
(一)经学校考察认可,具有某种特长,转学后有利于发挥所长的;
(二)入学后发现有某种疾病或生理缺陷,经学校指定的医疗单位检查确认,不能在原专业学习,但尚能在其他高等学校的其他专业学习,且该专业学校出具函件同意接收的;
(三)经学校认可,确有某种特殊原因或者非本人原因,不转专业无法继续学习的。
第二十五条 转学的办理:
(一)留学生可以在每学期期中后开始办理下一学期的转学手续;
(二)留学生提出书面申请,由监护人电话及传真确认,经两校同意,出具同意转出证明,可以办理转学手续;
(三)留学生转学至另一城市时,由学院出示证明,在原居留地公安机关出入境管理部门备案并办理临时居留许可。到达迁入地后,必须在临时居留许可有效期内更新居留许可。
第二十六条 有下列情况之一者,不得申请转学:
(一)入学未满一学期的;
(二)应予以退学的;
(三)其它无正当理由的。
第二十七条 在转学手续的办理期间,学生必须遵守学习纪律,安心在原班学习,无故缺课者按旷课处理。
第六章 休学、复学
第二十八条 留学生申请休学或者学校认为应当休学者,经学校批准,且其所在年级仍有招生的后续年级,可以休学。留学生休学时间一般以一年为期,且累计不得超过两年。
第二十九条 留学生有下列情况之一,应当办理休学:
(一)因伤、病经学校指定医院诊断,须停课治疗、休养的时间占一学期总学时的1/3(或6周)以上者;
(二)一学期因故请假的时间超过一学期总学时的1/3(或6周)以上者;
(三)因特殊原因申请休学或者学校认为必须休学的。
第三十条 留学生申请休学,须提交休学申请(附相关证明和材料),经国际教育学院学生科同意,报国际教育学院审批。
第三十一条 留学生完清休学手续后必须离校,其往返路费和休学期间所发生的一切费用自理,安全责任自负。
第三十二条 留学生休学期满,应于学期开学前两周内向国际教育学院提出复学申请,并按规定办理:
(一)因伤、病休学的留学生,申请复学时必须出具派送国的公立医院诊断证明,并经学校指定的医疗单位复查后,报国际教育学院批准。
(二)休学期间有违法违规行为的留学生,学校将取消其复学资格,并予以退学处理。
(三)休学学生不得提前复学,也不得在学期中间复学。学生复学后编入下一个年级学习。
第七章 毕业、结业、肄业
第三十三条 有正式学籍的留学生,修完教学计划规定的全部课程,修满规定的学分,达到培养目标的要求,准予毕业,由学校发给毕业证书。
第三十四条 有正式学籍的留学生,修完教学计划规定的全部课程,达到相应的学制年限,下列情况之一者,发给结业证书:
(一)毕业时仍有不及格必修课程;
(二)选修课未修满规定学分。
第三十五条 有正式学籍的留学生,在校学习期限至少满一年,且所学课程2/3及以上已及格,或已修满规定总学时(含必修、选修)的40%,未能取得结业资格,因各种原因退学者,发给肄业证书。
下列情况之一者,学校不发给肄业证书:
(一)不具有正式学籍者;
(二)被开除学籍者;
(三)未经学校批准擅自离校者。
第三十六条 学校执行中华人民共和国高等教育外国留学生学历证书电子注册管理制度,每年将颁发的毕(结)业证书信息报四川省教育厅注册,并由四川省教育厅报国家教育部留学生司备案。
第三十七条 毕业、结业、肄业证书和学位证书遗失或损坏的,经留学生本人书面申请,学校核实后,出具相应的证明书。证明书与原证书具有同等效力。
第三十八条 留学生毕业、结业、肄业后,必须在规定的时间内出境。
第八章 学位授予
第三十九条 留学生达到《西南医科大学来华留学生学士学位授予工作实施细则(试行)》所规定的条件者可以申请学士学位。
第九章 附则
第四十条 本实施细则适用于在我校接受学历教育的外国留学生。
第四十一条 本实施细则自印发之日起执行。本规定中有关学籍的未尽事宜参照《西南医科大学学生学籍管理实施细则》执行。凡本规定中条款与上级有关部门的规定有冲突的,以上级有关部门的规定为准。
第四十二条 本规定由国际教育学院负责解释。

The Implementing Regulations of International
Student’s Status Administration of Southwest Medical University
The implementing regulations are formulated in accordance with the “Regulations of Admitting International Student in Colleges and Universities”, “the Implementing Regulations of Student’s Status Administration of Southwest Medical University(SWMU)” and the specific circumstances of international students in SWMU in order to fully implement the State international student education policies, promote college international exchange and cooperation, standardize the management of international student education, maintain normal order of teaching, and improve teaching quality.
Chapter I The Definition of Administration of Students-status Registration
Article 1 “Administration of Student-Status Registration” refers to the evaluation of student qualification with student-status every year, viz, student-status registration, reconfirmation the student-status of the qualified students and dealing with the students who violate college regulations. The college only allows the student to complete the course who has valid student status, complete all subjects prescribed on the syllabus, has the academic eligibility and full improvement in morality, intelligence and physique.
Chapter II Application, Admission and Registration
Article 2 The foreigner, who applies to receive degree education in this college, shall meet the requirements and qualification of admission of PRC and SWMU. The applicant shall be healthy, have no criminal record and ready to observe the laws of PRC and the regulations of the college.
Article 3 The new student admitted shall register with “Letter of Admission”, “Physical Exam Record of Foreigners”, passport, visa and the original and photocopy of certificates of highest education obtained to International Education School (SWMU) at set time. The new student who can’t register on time shall apply for postponing the enrollment to the college with the concerned documents. The admission qualification of the student who is 2 week late for registration without permission shall be cancelled.
Article 4 The new student shall do physical exam in the pointed medical unit by Ministry of Health of PRC before enrollment, and cover all expenses. The student who doesn’t meet the health standard of enrollment shall be rejected to register.
Article 5 The student shall pay the college fee to the accountant office at set time, which includes tuition fee, hostel fee, fee of teaching material and other fees, and register to International Education School with the receipt offered by the accountant office. The student who doesn’t register shall not have student status and join any teaching activities of the college. The student who can’t register on time shall offer effective proof and complete the leave procedures ahead of time (asking for leave through fax/email or phone can only be available in some special situation), otherwise the student shall be considered as absent. The student who doesn’t pay off the fees at set time without permission shall be taken as withdrawing the school.
Article 6 The student who submits the application of dropout in 3 months after school opening shall be returned 50% of the tuition fee of that academic year, beyond 3 months shall not be returned any fee.
Chapter III Exam and Marks
Article 7 The student shall join the study and exam prescribed in the teaching syllabus and marks of the exam shall be registered in the student’s file.
Article 8 Each subject is examined in centesimal system. The grading of each subject will depend on class performance and term exam paper score, each account to scale. Exam paper accounts for 60%, class performance 40% which includes midterm exam score, practice score, performance of assignment, phased test, and attendance. The evaluation measures shall be explained to the students.
Article 9 The student who has the following situation shall be cancelled the qualification of exam and his/her marks shall be marked ZERO:
(1) The absence of experiment of the subject accounts for 1/4 of the total periods of the subject; or the lack of assignment or experiment report accounts for 1/3 of the total amount of the semester.
(2) If the student’s absence accounts for 1/3 of the total periods of the subject, he/she can not join the term exam and his/her final marks of the subject shall be marked zero.
(3) The student who is absent for the exam without permission shall not be allowed to join the re-sit.
Article 10 The student fails in any exam shall re-sit at the set time by International Education School(IES). If he/she didn’t join the re-sit on time, he/she shall be considered voluntary renunciation of the re-sit. The student who fails the re-sit of the compulsory subject can only join one more time re-sit near graduation. And there is only one time re-sit for selected subjects.
Article 11 The scoring of re-sit is: 60 marks for “pass”, and the actual paper marks for “fail”. And the re-sit marks will be recorded in the student’s file.
Article 12 The student shall join the college-organized exam with valid credentials (student card, etc.). The student shall abide by the exam regulations, finish the paper independently. Cheating is forbidden. The student who violates the exam discipline seriously or cheating shall not be allowed to attend the re-sit and his/her marks will be considered zero. And the cheating student will be degraded to the lower batch. If the student has good conduct through education, he/she can apply to attend one-time re-sit near graduation.
Article 13 The student who can’t attend the exam on time shall submit suspension application of exam to the office ahead of time and provide effective proof. The student who is approved to suspend the exam shall attend the make-up exam arranged by the office. And the result will be considered as the original marks of the subject. If the student will attend the exam after submitting the suspension application of exam, he/she shall revoke the application ahead of time, otherwise, his/her marks will not be recorded.
Article 14 If the student had doubt about the marks, he/she shall submit written application to the office in the first week of the new semester for rechecking. The result of the rechecking shall be evaluated by the dean of the concerned department and reported to IES. The student shall not go to the subject teacher or teaching office for rechecking and change exam result himself/herself.
Chapter Ⅳ Upgrade, Degrade, Fail to Upgrade, Drop Out
Article 15 The student can be allowed to upgrade only if he/she complete the subject on time according to the yearly teaching syllabus and pass the examinations.
Article 16 Upgrading and failing to upgrade will be processed in the beginning of each semester. The student, whose failed compulsory subjects of re-sit accumulate up to 4 or above but not reach the rule of dropout, shall be given upgrading or repeating one year.
Article 17 How to count the number of failed subjects:
(1) If one subject is lectured in several semesters, and examined in each semester, the part of each semester is considered one subject.
(2) Graduation thesis and internship evaluation will be considered as 2 subjects.
(3) Absence for re-sit will be considered as failing re-sit, and the concerned subject will be considered failed subject.
Article 18 Process of degrading or repeating one year: after the re-sit of each school year, the teaching affairs and student’s affairs office will clear the student status and submit the concerned students list and the solution to (IES).
Article 19 The student who has any one of the following situations shall be required to drop out.
(1) The number of failed re-sits of compulsory subjects accumulate up to 5 or above.
(2) Degrading or repeating a year for more than 2 times in a row.
(3) The student who doesn’t apply to resume school in the 1st 2weeks since the period of suspending school is over or is rejected to resume school.
(4) The student who is confirmed by the designated hospital to have mental illness or who can’t go on the study in the college because of accidental disability or who can’t stay in China due to infectious diseases.
(5) The student who doesn’t suspend school even though the college advises so and his/her absence accounts for 1/3 of total period of 2 semesters in a row.
(6) The student who is 2 weeks absent in a row without take leave and doesn’t participate in school teaching activities.
(7) Being 2 weeks absent for semester registration without permission.
(8) Applying to quit school on his/her own.
(9) The student who is degraded or repeats one year or completes his/her suspension, but there is no successive batch.
The drop-out due to the rules mention above is not disciplinary punishment to the student.
Article 20 For dropout student, the Teaching Affairs and Student Affairs office shall offer opinion about dropping out student and IES shall approve it and report to presidents’ meeting for the final decision. The college written decision of dropout shall be sent to the student. One copy is sent to Provincial Department of Education for filing. It also can be sent to the student through mail, fax or public notice.
Article 21 The student who has doubt about the dropout decision shall appeal to the College Students Appeal Committee in 5 working days since he/she received the notice.
Article 22 Other related matters about dropout
(1) The college will offer dropout certificate to the student and certificate of Non-Graduate Attendee to the student who has studied for more than one year but not finished all subjects according to the teaching syllabus.
(2) The dropped-out student shall finish all the procedures and leave the college in 5 working days since he/she received dropout notice and leave China at set time. For the student who is expulsed or expelled, the college shall inform the Exit and Entry Public Security Bureau. The Bureau will convert his/her resident permit to temporary resident permit.
Once the dropout decision notice is delivered to dropped student, he/she no longer enjoys any student’s rights.
(3)The college is not responsible for the future settlement of the dropped-out student.
(4) If the dropped-out student doesn’t not finish all procedures in scheduled time, the college will terminate all his/her relations with the college.
Article 23 The student who is dropped out or his/her student status is cancelled shall not be allowed to resume his/her study in the college.
Chapter Ⅴ Transfer
Article 24 The student is supposed to complete his/her study in the admitted school. The student who has any one of the following situation is allowed to transfer to other college or university:
(1) The college approved the student with some specialty and transferring to other college is benefit for the specialty being developed.
(2) The student is confirmed to have some disease or physical defect by the college-appointed medical unit after he/she enters the college, and not able to go on study in the current major but can study in other majors of other colleges or universities which offer approval of admission.
(3) The college confirms the student can’t go on his/her studying in the college for some special reason or not for the student’s personal reason.
Article 25 Process of transferring:
(1) The student can apply the procedure of transferring after mid-semester.
(2) The student shall submit the written application which shall be confirmed by the guardian at least through phone or fax. Once the transfer is confirmed by SWMU and the university he/she transfers to, a transferring procedure can be proceed.
(3) The college shall report the case of transfer to the Exit and Entry Public Security Bureau which will convert the student’s resident permit to temporary resident. The student will apply his new resident permit in the new university.
Article 26 The student who has any one of the following situation shall not apply to transfer:
(1) Less than one semester study in the college since admission.
(2) The student who is supposed to quit school.
(3) Having no proper reason.
Article 27 During the process of transfer, the student is required to observe discipline and attend classes as usual.
Chapter Ⅵ Suspension of School and Resume Study
Article 28 The student can suspend school under the situation that he/she applies to suspend school or is advised to suspend by the college and get the approval of the college and there is successive batch. The allowed period of suspension shall be one year, and accumulate up to 2 years.
Article 29 The student who has one of the following situations shall suspend school:
(1) Being confirmed by the college-appointed hospital to suspend classes for medical treatment and the suspension of class account for 1/3 of the total period of the semester or more than 6 weeks.
(2) The leave of the classes account for 1/3 of the total period of the semester or more than 6 weeks.
(3) Apply to suspend school for some special reason or is required to suspend school by the college.
Article 30 The student who applies to suspend school shall submit application and concerned documents and materials to the Teaching Affairs and Student Affairs Office which will be evaluated and approved by IES.
Article 31 The student shall leave the college after finishing the procedure of transfer and cover all fees during and after the procedure and be responsible for self-security.
Article 32 The student who finishes his/her suspension shall submit application of resuming study to IES 2 weeks before new semester.
(1) Before resume study, the student who suspends school for injury or disease shall show the medical documents of governmental hospital and can only get approval of IES after the physical rechecking of college-appointed medical unit.
(2) The student who has law or regulation violation during suspension, the college will cancel his/her qualification of resuming study and require him/her to quit school.
(3) The student shall not resume his/her study ahead of time or during one semester. He/she will continue his/her study in the lower batch after he/she resume his/her study.
Chapter Ⅶ Graduate, Complete Study, Non-Graduate
Article 33 The student who has formal student status and complete all subjects in the teaching syllabus and gets the eligible credits will be allowed to graduate and the college will offer graduate certificate.
Article 34 The student with formal student status can only be conferred certificate of completing study with the following situation even though he completes all subjects in the teaching syllabus and periods of study.
(1) The student still has failed compulsory subjects at the time of graduation.
(2) The student has not completed the required credits of selected subjects
Article 35 The student can be conferred the certificate of Non-graduate if he/she has studied for at least 1 year and pass 2/3 the subjects he/she studied , or complete 40% of the ruled periods of compulsory and selected subjects, but failed to be qualified for completing study due to dropout.
The student can’t be given certificate of Non-graduate with the following situation:
(1) Doesn’t have formal student status.
(2) Being expelled.
(3) Leaving the college without permission.
Article 36 The college carries out the administration system of electronic register of graduate certificate of PRC, and files the information of graduate students to Sichuan Provincial Department of Education.
Article 37 If the student lost or damage certificate of graduate or completing study or Non-graduate or certificate of academic degree, he/she can submit written application. The college will offer concerned certificate through verification. The certificate is equal effective with the old certificate.
Article 38 The student shall leave China at set time after graduate.
Chapter Ⅷ Conferring of Academic Degree
Article 39 The student can be awarded academic degree if he/she reaches the requirements of Detailed Regulations of Bachelor’s Degree Conferring of International Students in Southwest Medical University。
Chapter Ⅸ Supplementary Articles
Article 40 The Implementing Regulations apply to the international students of SWMU for degree education.
Article 41 The implementing rules will be carried out since it is authorize. The things relate to student status shall refer to “implementing rules of administration of student status of SWMU”. Any rule in the rules conflict to concerned rules of higher-level department, the implementing rules shall be subject to the higher-level department.
Article 42 The IES reserves all the right for the final explanation of this Regulation.
